Allow enabling multi-hop container completion selectively by method

* lisp/net/tramp-container.el: Check if METHOD is a member of
`tramp-container-multi-hop-methods' before attempting completion.

* lisp/net/tramp.el: Add custom variable
`tramp-container-multi-hop-methods'.
